!--[if gte mso 9]> Latin American cash transfer programs have been implemented towardparticular anticipatory scenarios. Given that the fulfillment of cash transferobjectives can neither be calculated empirically nor rationally a priori, inthis paper I analyze these programs using the concept of "imaginaryfuture". I posit that cash transfer implementers in Latin American haveentertained three main fictional expectations: social pacification in the shortterm, market inclusion in the long term, and the construction of a moredistributive society in the very long term. I classify and date thesedeveloping expectations into three waves of Conditional Cash Transfers (CCT)implementation.
