A picture of unemployment as a regional problem in Argentina gradually emerges from the data. An appropriate framework is required to understand the causes of such stylized facts. The analysis must consider, in consequence: i) changes in the "state of nature" due to exogenous shocks; ii) how the specific socio-economic structure of each region restricts the set of responses; iii) the deliberate economic policy response of the government. The discussion suggests that further thought should be give towards criteria and appropriate procedure to define regions sensibly, if the objective is to understand regional unemployment disparities, and be useful for policy purposes.
