Following worldwide trends, for several years the Municipal Government of the City of Córdoba (Argentina) has been developing a set of strategies and actions along what has come to be known as Electronic Government.
In this article, we focus on a specific aspect of this process: the strategies of TIC implementation by the City Government aimed at citizen-government communications as well as an evaluation of the approaches.
On the basis of information obtained through interviews with municipal staff members and a survey of the city web site, we first describe the main features that characterize the e-government of the City of Córdoba, with particular emphasis on characterizing the tools specifically developed to facilitate the interaction with the citizenship via TICs. Secondly, on the basis of survey data on 600 neighbors, we analyze the issue from the latters´ perspectives. Aimed at this goal, we describe and rank (or "we list and describe") the motivations leading citizens to interact with the City government, the means through which they communicate, the extent of the citizens´ access to the TICs and the degree of use for the several electronic means developed by the City in order to channel the communications.
We conclude that while some tools have achieved wide acceptance from the population, such as the "call center", others are used by a minority of the potential users (e.g. the Web page), plausibly because of limited diffusion of the same, lack of digital culture within the population at large, limited access to the internet, or still to be identified technical deficiencies in the provided means and services
