DEA TO ANALIZE THE ADMINISTRATION OF JUSTICE

In this paper we use a non parametric model to evaluate the performance of the justice in the provincial jurisdictions of Argentina. In order to obtain a ranking of the analyzed units, we apply the model DEA (Data Envelopment Analysis) proposed by Anderson and Petersen (1993). We consider as analysis dimensions: the labor considered through the number of judges, judicial officials and employees; the rate of resolution of admitted cases -as a direct measure of performance-, and the population of each jurisdiction -as an indirect indicator of the potential demand for the services of justice-. An efficiency ranking was obtained from the results DEA. The information offered to the linear models through the slacks and dual variables allowed us to identify units that present the best practices (benchmarking), define the goals that the units with a low performance should aim to achieve in order to improve its performance.

1. Introduction
The objective of this papers is to analyze the performance of the administration of Justice in Argentina. Among the methods most widely used for measuring efficiency are models DEA that calculate an empirical border from the observed data using non parametric techniques.
The consulted bibliography recounts abundantly the use of these methods in the efficiency evaluation in the courts of Justice in countries like United States, Canada and European countries (Francisco García J. et al, 2007); however, it is not so common in Latin American countries. In the consulted works we observed that the technique usually employed in cases similar is DEA, even when, also been studies using parametric models (Pedraja, f. et to the. 1996). Also, it has been observed that, independently of the technique used, the inputs and outputs defined do not differ mostly in the reviewed work. The work is organized as follows, in paragraph 2 discusses the characteristics of the system of administration of Justice in Argentina. In point 3 the DEA models used are described. Next is the implementation, results and conclusions of the study.
